Doha: The Internal Security Force (Lekhwiya) and the International Search and Rescue Advisory Group (INSARAG) of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) have signed a cooperation framework to host and organize the 2026 Urban Search and Rescue (USAR) Exercise in Qatar in October 2026.
The agreement was signed in the presence of HE Deputy Commander of Lekhwiya Major General Mohammed Mesfer Al Shahwani. Representing Lekhwiya, the framework was signed by Assistant Commander for Administration and Supply Brigadier Mubarak Sherida Al Kaabi, while HE INSARAG Global Chair Ambassador Dominik Stillhart signed on behalf of INSARAG.

The cooperation framework aims to enhance the preparedness and response capabilities of international search and rescue teams while improving coordination and operational efficiency through joint planning and implementation of the exercise in line with INSARAG’s internationally recognized methodology.
The agreement also outlines cooperation in developing the exercise’s objectives, operational scenarios, and evaluation mechanisms to ensure the highest standards of readiness and performance.
Qatar’s selection as host of the prestigious global exercise reflects its growing leadership in humanitarian action and emergency response. It also highlights the capabilities of the internationally classified Qatar International Search and Rescue Group and the country’s role as a key partner within the United Nations system in addressing major crises and humanitarian challenges worldwide.
The 2026 exercise is expected to bring together search and rescue teams, experts, and emergency response organizations from around the world to strengthen international cooperation and disaster response effectiveness.
