His Highness Sheikh Tamim bin Hamad Al Thani, Amir of the State of Qatar, graciously inaugurated the 23rd edition of Doha Forum, held under the theme ‘Justice in Action: Beyond Promises to Progress’.
“Doha Forum is convening this year at a time when regional and international circumstances call for collective efforts to reduce tensions and support peace and sustainability in our region and the world. This must be achieved by advancing justice, strengthening human development and reaffirming the principles of peaceful solutions to conflicts. I wish the forum’s guests success and warmly welcome them to Qatar.”

The opening was also attended by HE Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Prime Minister and Minister of Foreign Affairs. HE delivered a speech on this occasion, stating: “This year’s theme reflects a reality we all recognise, as the gap between rhetoric and practice continues to widen, and justice has, in many cases, become absent from the path of international law in a world where interests override principles and law is replaced by force.”

HE the Prime Minister further affirmed Qatar’s belief in justice as a fundamental pillar for safeguarding international peace and stability.
“Our policies stem from consistency between word and action, alignment between principles and practice, and a steadfast commitment to international responsibility without distinction between parties. We stand alongside what serves humanity and protects dignity. Qatar continues its role in active mediation as one of the core pillars of its foreign policy. It takes the initiative to open channels of dialogue, provide trusted platforms for negotiations and facilitate understandings between conflicting parties.”

HE the Prime Minister added: “Qatar’s proven record of mediation success and the confidence placed by the international community in its efforts demonstrate that mediation is neither a political luxury nor a matter of convenience. It is a deeply rooted approach we pursue with sincerity, based on our belief that genuine peace begins with inclusion, not exclusion, and with expanding common ground rather than deepening divisions.”
HE the Prime Minister dded: “Today, our world is witnessing an unprecedented escalation of crises, not due to a lack of resources or knowledge, but due to the absence of accountability and the continuation of conflicts without just solutions. This poses a direct threat to international peace and security.”
He continued: “Managing crises at a minimum level or preserving temporary international consensus without addressing the root causes of conflict is no longer a viable option. When crises are not resolved through just solutions, they return more complex and expand beyond their borders.”

HE the Prime Minister explained that only just solutions can create sustainable peace and prevent the cycle of conflict and division, saying: “Our world today needs to restore trust in the law and build a more equitable international system. It must empower communities and humanitarian organisations as essential partners in shaping a more stable and inclusive future. Lasting peace cannot be achieved through symbolic decisions, but through collective efforts that place human dignity at the heart of all policies.”
The Prime Minister concluded by expressing hope that this edition of the forum will contribute to advancing justice and serve as a platform to deepen cooperation between governments, communities and humanitarian organisations for a more equitable and secure future for all humanity.
