Baku: The State of Qatar participated in the 13th session of the World Urban Forum (WUF13), held in Baku, Azerbaijan, under the theme “Housing the World: Safe and Resilient Cities and Communities,” reaffirming the country’s commitment to sustainable urban development and future-ready housing solutions.
Qatar was represented by a delegation from the Ministry of Social Development and Family, headed by Assistant Undersecretary for Social Development Affairs Fahd Mohammed Al Khayarin, alongside senior officials and specialists from the ministry.

Qatar’s participation reflected its continued efforts to strengthen international cooperation and exchange expertise in urban planning, housing innovation, and sustainable community development in line with Qatar National Vision 2030.
During the forum sessions, Al Khayarin highlighted Qatar’s evolving housing experience and discussed effective financing solutions aimed at enabling citizens to own homes through integrated housing projects. He stressed that family wellbeing and social stability remain central pillars of Qatar National Vision 2030, guiding the country’s housing and urban development strategies.
He pointed to Qatar’s transformation from traditional residential projects to modern smart cities and integrated urban communities, citing Lusail City and Msheireb Downtown Doha as leading examples of sustainable and innovative urban development. He noted that Msheireb Downtown Doha is recognized as the world’s first fully sustainable urban regeneration project.
Al Khayarin also showcased the ministry’s digital achievements, particularly the unified national platform “Binaa,” which has significantly simplified housing and financing procedures through an integrated digital system designed to improve efficiency and enhance user experience.
Concluding his remarks, Al Khayarin emphasized the importance of strengthening partnerships with the banking sector to accelerate housing services and reduce administrative burdens, affirming that the future of housing depends on balancing innovation, sustainability, and the preservation of social and cultural privacy.
