Doha: The opening dialogue session of the Doha Legal Forum, organized by the Ministry of Justice in collaboration with the Qatar International Court and Dispute Resolution Centre (QICDRC) under the theme “Emerging Trends and Forward-Looking Insights”, debated legislative policy in light of emerging trends and the significance of updating legislation and developing the legal system, in alignment with global digital, economic, and social transformations.

In his opening remarks before the panel, HE Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali bin Issa Al Hassan Al Mohannadi said that explicit political will constitutes the foundation to help advance legislative policies and digital transformation in the State of Qatar.

He underscored that digital transformation is no longer an administrative option, but rather a strategic imperative to facilitate national transactions, foster judicial service efficiency, and ensure the easy and fast accessibility of individuals and institutions to justice.

The state-of-the-art legislative policies are intended to reinforce justice, ensure rights protection and the rule of law, with a sharp focus on elevating the quality of legal and judicial services, streamlining procedures before litigants, and fostering the confidence of society and investors in the nation’s legal system, the Minister highlighted.
HE Al Mohannadi underlined that combined efforts among a variety of government agencies matter most when it comes to effectively enforcing legislative policies, preserving national resources, and ensuring the accomplishment of national development goals.

Legislation must be flexible to keep abreast of global socioeconomic and technological challenges, thereby boosting the State of Qatar’s competitiveness and achieving the sustainability of legal development, the Minister stressed.

Al Mohannadi elaborated that the global vicissitudes in the areas of the digital economy, artificial intelligence, and electronic financial services trigger the importance of constantly advancing legislation and aligning it with persistently evolving cutting-edge technologies to ensure rights protection and justice, and to significantly strike a balance between technological innovation and rule of law assurances.

This forum positions itself as a consequential, thoughtful, and legal platform to share expertise and envision the future of legislation, convening a contingent of decision-makers and legal experts to proffer insightful visions and solutions for current legal challenges, in addition to boosting combined efforts among legal institutions, culminating in building an epochal and advanced judicial environment, he stressed.

Al Mohannadi further elaborated that legislative efforts and digital transformation in the State of Qatar aim to deepen a modern corporate system based on innovation, technology, and the rule of law that overtly reinforces justice, ensures an attractive legal and investment climate, and makes Qatar an outstanding model when it comes to developing law on the regional and global stages.

The forum features high-level participation from ministers of justice, legal scholars, policymakers, and experts from various countries of the world, reflecting Qatar’s commitment to strengthening its position as a hub for legal dialogue and expertise exchange at both regional and international levels.

It aims to highlight the Qatari legislative environment and its role in supporting domestic and foreign investment, discuss the legal and regulatory frameworks related to investment and emerging technologies, governance issues, and conflict settlement mechanisms, as well as envision the future of legislation and the judiciary, and strengthen the rule of law across critical economic sectors.

The forum is expected to produce practical recommendations that contribute to developing legislation in line with international standards, support a stable and secure business environment, enhance transparency and governance, and reinforce Qatar’s status as a regional and global legal hub supporting economic growth and sustainable development.
