The American delegation was headed by J. D. Vance, while the Pakistani delegation was led by Shehbaz Sharif. The Iranian delegation was headed by Mohammad Bagher Ghalibaf.
Addressing the meeting, HE Sheikh Mohammed bin Abdulrahman Al-Thani described the signing of the memorandum of understanding between the United States and Iran earlier this week as a significant achievement resulting from months of intensive mediation efforts. He expressed hope that the agreement would mark a turning point away from escalation and confrontation, paving the way for greater stability, restraint and security across the region.
His Excellency commended Donald Trump and Masoud Pezeshkian for the leadership, courage and commitment they demonstrated throughout the negotiation process. He also praised the contributions of Vice President J. D. Vance, Iranian Parliament Speaker Mohammad Bagher Ghalibaf, Iranian Foreign Minister Abbas Araghchi, and US Special Envoys Steve Witkoff and Jared Kushner for their dedication in advancing the agreement.
The Prime Minister further expressed Qatar’s appreciation to Pakistan, particularly Prime Minister Shehbaz Sharif and Asim Munir, for their leadership and active involvement throughout the mediation process.
He highlighted the close partnership between Qatar and Pakistan in supporting diplomacy, reducing tensions and creating the conditions that made the breakthrough possible.
HE Sheikh Mohammed noted that the impact of tensions between the United States and Iran had extended far beyond the region, affecting the global economy, international trade, energy markets and the livelihoods of billions of people worldwide. He pointed specifically to the closure of the Strait of Hormuz as evidence of the far-reaching consequences of instability, emphasizing that safeguarding the strategic waterway is a shared international responsibility.
The Prime Minister stressed that the region had endured one of its most challenging periods in recent years, with uncertainty and escalation imposing heavy burdens on its peoples. He reiterated Qatar’s longstanding belief that dialogue remains the only sustainable path to security and expressed hope that the agreement would allow countries to focus their efforts on development, cooperation and improving opportunities for their citizens.
He described the memorandum of understanding as a genuine opportunity to build trust and advance toward a more stable and prosperous future for both the region and the wider international community. At the same time, he emphasized that the signing of the agreement should be viewed as the beginning rather than the conclusion of the process.
According to His Excellency, the technical negotiations launched during the summit will play a critical role in translating commitments into practical outcomes and ensuring that the momentum generated by the agreement is maintained. He underscored the importance of continuing to work with the same determination and goodwill that enabled the parties to reach this stage.
The Prime Minister reaffirmed Qatar’s commitment to working alongside all partners to support dialogue, strengthen mutual trust, uphold international law and promote solutions that enhance security, stability and prosperity in the region and beyond.
As part of the summit’s agenda, HE Sheikh Mohammed participated in a high-level technical session focused on establishing the regulatory frameworks for negotiations on the technical issues outlined in the memorandum of understanding.
Qatar’s participation in the Lucerne Lake Summit as a mediator, alongside Pakistan, reflects the two countries’ joint efforts to facilitate dialogue between the United States and Iran and advance a comprehensive and lasting agreement addressing all aspects of the memorandum of understanding.
