Geneva: Qatar has reaffirmed its commitment to promoting legal literacy as a foundation for justice, good governance and sustainable development during a side event held on the sidelines of the 62nd session of the UN Human Rights Council in Geneva.
The Permanent Delegation of the State of Qatar to the United Nations Office in Geneva co-organized the event, titled “The Road to 2027: International Year of Legal Literacy,” in cooperation with the Permanent Mission of the Republic of Tajikistan to the United Nations in Geneva and the International Development Law Organization (IDLO).
Speaking at the event, Qatar’s Permanent Representative to the United Nations Office in Geneva, HE Dr. Hind Abdulrahman Al Muftah, said Qatar was proud to be among the co-sponsors of the UN General Assembly resolution proclaiming 2027 as the International Year of Legal Literacy. The resolution, initiated by Tajikistan, was adopted by consensus on December 12, 2025.
Al Muftah said the resolution reflects the international community’s recognition of legal literacy as a cornerstone for strengthening the rule of law, expanding access to justice, and empowering individuals to understand their rights and responsibilities while participating effectively in society.
She stressed that, from Qatar’s perspective, legal literacy extends beyond understanding legal texts to fostering trust in judicial institutions and reinforcing the principles of justice, transparency and accountability, which contribute to good governance and the protection of rights.
Al Muftah noted that these principles form a key pillar of the Ministry of Justice Strategy (2025–2030), which prioritizes legal awareness in line with Qatar National Vision 2030 and the Third National Development Strategy. The strategy seeks to enhance people-centered legal services and broaden legal awareness across society.
She also highlighted Qatar’s efforts to keep pace with developments in legal systems, pointing to the Doha Law Forum, held earlier this year in cooperation with the Qatar International Court and Dispute Resolution Centre and the International Law Association (GCC Branch) under the theme “Emerging Trends and Future Visions.”
The forum examined the impact of digital transformation and artificial intelligence on justice systems, underscoring the need for modern legislative frameworks that safeguard rights, protect data and uphold the rule of law amid rapid technological change.
Al Muftah reaffirmed Qatar’s commitment to strengthening cooperation with member states, international organizations, academic institutions and civil society to exchange expertise and promote legal literacy as a key driver of sustainable development, inclusive governance and more just and peaceful societies.
The event also featured remarks from Tajikistan’s Permanent Representative to the UN Office in Geneva, Sharaf Sheralizoda; Secretary of the Security Council of Tajikistan, Yusuf Rahmon; Assistant to the President of Tajikistan for Legal Affairs, Zarif Alizoda; and Permanent Observer of the European Public Law Organization to the UN Office at Geneva, George Papadatos.
